Flood Risk Assessment, Sheffield, South Yorkshire

A Flood Risk Assessment has been completed by RAB Consultants in support of a car park expansion at an existing commercial site in Sheffield.

The site is directly adjacent to the river Don, within Flood Zone 3 in accordance with the Environment Agency’s Flood Map for Planning (Rivers and Sea); a Flood Risk Assessment was therefore required for this development.

RAB Consultants carried out a site visit and topographic survey to assess the flood risk to this site and the local area and establish ground levels.

Our assessment to meet the requirements of the National Planning Policy Framework also involved:

  • Data collection, including the Environment Agency’s most recently modelled flood data for the river Don in Sheffield;

  • Liaison with the Environment Agency, Sheffield City Council and Yorkshire Water; and

  • An assessment of the risk of flooding from all sources including fluvial, surface water, groundwater and drainage related.

It is proposed for the new car park to be constructed using permeable paving, therefore there is expected to be a net decrease in impermeable areas on the site.

The site lies within an area affected during the June 2007 flood event, where the site is understood to have experienced significant flood depths of around 1.97 m. The report states that it is mandatory for the Business Managers on this site sign up to receive the Environment Agency’s Floodline Warnings Direct service and vacate the site prior to the onset of flooding. Furthermore, a flood warning and evacuation plan is included in the assessment ensuring that all staff and visitors to the site are aware of the flood risk and indicating the most appropriate evacuation route to higher ground in Flood Zone 1.
