Emergency Exercises

Exercises are an important means of testing your response plans and preparing individuals and organisations for their role during incidents. We use the ‘Structured Exercising’ approach and have built a reputation for working with multi-agency exercise planning groups to deliver high quality exercises that meet everybody’s aims and objectives. We can project manage a whole exercise or help you with a specific stage or role:
  • Advising – support for those initiating exercises
  • Planning – project management and scenario development
  • Directing – Directors, umpires and other support roles
  • Debriefing – planners and facilitators
  • Completing – post exercise analysis and reporting

Exercise Rufus
for Environment Agency Wales. Planning and delivery of a flood recovery tabletop exercise to test the Dyfed Powys resilience following a major flood, including business continuity of public, utility and emergency services.

Exercise Triton 04: The first national flood exercise. Conducted over 3 days and involving 36 Control Posts and almost 1,000 participants.

Exercise Deluge: Multi-agency tabletop flood exercise involving 120 delegates for South Wales.

National Flood Exercise Triton 04 for the Environment Agency by Russell Burton & Associates with JBA Consulting. National strategic control post exercise with 35 control posts including Central Government departments, Welsh Assembly, RCCCs and several multi-agency Gold Controls. National planning team advisor and scenario planner for all Wales control posts.

Environment Agency Wales, Exercise Deluge by Russell Burton & Associates with JBA Consulting. Planning and delivery of a multi-agency tabletop flood exercise involving 120 delegates for South Wales including Cardiff, Vale of Glamorgan, Swansea, Bridgend, Neath Port Talbot, Merthyr Tydfil and Rhondda Cynon Taf.

Exercise Genesis for the Environment Agency Midlands Region, by Russell Burton & Associates with JBA Consulting. Planning and delivery of multi-agency tabletop flood exercise for Staffordshire including Stoke-on-Trent City, Burton upon Trent, Stafford, Cannock, Lichfield City and Tamworth.

Exercise Peak Flow for the Environment Agency Midlands Region, by Russell Burton & Associates with JBA Consulting. Planning and delivery of multi-agency tabletop flood exercise in Derbyshire including Derby City, Buxton, Bakewell, Chesterfield, Matlock and Long Eaton.

Flood Forecasting Warning and Response Course for Middlesex University – Russell Burton is the principal lecturer for the first day of the training course for Environment Agency flood warning staff.

Environment Agency Incident and Food Risk Management Change Programme, Russell Burton & Associates provided advisory and project management services, including development of E-Learning foundation training packages for the Agency’s Incident Management Process.

Flood Defence officer training workbooks for the Environment Agency National Training Services, Russell Burton in association with Julia Williams produced Foundation training workbooks for Strategic Planning, Improvements, Operations, Regulation, Enforcement and Flood Warning Officers.
